Got a Permit? The Event Restroom Math

This post is the written version of episode 1 of our podcast, Porta Potty Rentals: Let's Talk Flush. It covers what the City of Tampa asks about portable restrooms when you apply for an event permit, and how far ahead to apply. Every rule below links to the City of Tampa document it comes from, listed at the end.

Which City of Tampa permit applies

Portable restrooms are part of the paperwork for a public event in Tampa. Before you count units, work out which permit your event needs, because the permit sets your deadlines.

The City of Tampa special events FAQ says a Special Event Permit applies to a celebration such as a festival, fair, concert, parade or run held on City property or right of way that expects 301 or more people. The same permit applies to an event of any size that needs city services, a street closure or alcohol.

Smaller events still need paperwork. The city says organized activities expecting 25 to 300 people on City property need a permit, and an event in a city park with 25 or more participants and spectators needs a Facility Use Permit.

How far ahead to apply

Timing is where many plans slip. According to the same FAQ, the city asks for applications a minimum of 90 days before the event date for any event that needs street closures, city services or alcohol. An event held solely in a park, with no street closure, needs a minimum of 60 days.

Those dates matter for your restroom order too. Weekend and event-season units get committed early, so once your permit dates are settled, it makes sense to call and hold the units.

What the city asks about portable restrooms

The City of Tampa's rules for special events set out three points about portable restrooms:

  • The number of portable restrooms must comply with Florida Department of Health requirements, based on the anticipated number of attendees. City staff provide a chart to help with planning.
  • One hand washing station is required for every 10 portable restroom units.
  • If the promoter supplies portable restrooms, at least 10 percent of the units must be ADA compliant.

Put those together and a row of 20 units means at least two accessible units and two handwash stations before anything else is added.

For larger events, the city's Major Events Centralized Permitting Guide asks for a scaled site plan. That plan shows the locations of ancillary equipment such as portable restrooms, along with accessible routes and accessible restroom locations. Settling placement with your rental company before you draw the plan saves a second draft.

What to have ready when you call

Three details shape the count more than anything else:

  1. Expected attendance.
  2. How long the gates are open.
  3. Whether food or drinks are served.

With those, we can work out the count with you, using the city chart as the floor. Tell us the delivery address and the dates as well, and we can confirm the right units and a delivery time on the same call.

The permit office has the final word on your application, so check the current rules on the City of Tampa website before you file.

Quick recap

  • Over 300 expected guests on City property, or any event needing city services, a street closure or alcohol: Special Event Permit.
  • 25 to 300 people on City property: a permit is still required; in a park, a Facility Use Permit.
  • Apply at least 90 days ahead if you need street closures, city services or alcohol, and at least 60 days ahead for a park-only event.
  • Restroom count: Florida Department of Health requirements based on attendance, using the city's chart.
  • One handwash station per 10 portable restroom units.
  • At least 10 percent ADA compliant units when the promoter supplies the restrooms.

Host 1: If you are planning a festival on City of Tampa property, the restrooms belong on your permit paperwork. The city wants to see how many units you have, and where each one sits.

Host 2: Start with which permit applies. According to the city's special events page, a festival, fair, concert, parade or run on city property or right of way needs a Special Event Permit when it expects three hundred and one people or more.

Host 1: The same permit applies at any size if the event needs city services, a street closure, or alcohol.

Host 2: And smaller gatherings?

Host 1: An organized activity on city property expecting twenty five to three hundred people still needs a permit. For a park, that is a Facility Use Permit.

Host 2: Timing matters here. The city asks for applications at least ninety days ahead when the event needs street closures, city services, or alcohol. An event held only in a park, with no street closure, needs at least sixty days.

Host 1: Now the restroom part. The city's rules for special events say the number of portable restrooms has to meet Florida Department of Health requirements, based on anticipated attendance. City staff provide a chart to help with the planning.

Host 2: Two more lines in those rules affect the order. If the promoter supplies portable restrooms, at least ten percent of the units must be ADA compliant. And one hand washing station is required for every ten portable restroom units.

Host 1: So a row of twenty units means at least two accessible units and two handwash stations, before anything else is counted.

Host 2: The site plan for larger events also marks where portable restrooms go, along with accessible restroom locations. It helps to settle placement with us before you draw it.

Host 1: When you call, have three numbers ready. Expected attendance, the hours the gates are open, and whether food or drinks are served. We will work out the count with you, using the city chart as the floor.

Host 2: Units for weekends and event season get committed early, so once the permit dates are set, call and hold them.

Host 1: The permit office has the final word on your application, so check the current rules on the city site before you file.
